在党的二十大胜利召开期间，国务院新闻办《中国报道》杂志以《杨凌：“双区”联动发展，开放共赢未来》（Yangling: Coordinated Development for Further Opening-up）为题，聚焦杨凌自贸区和综保区双区联动，为陕西加快打造内陆改革开放高地提供了“新动力”的生动实践，用中英文双语向世界推介杨凌。报道全文如下：
杨凌：“双区”联动发展，开放共赢未来
7月的陕西杨凌，天气炎热。杨凌大道中段，综保区建设工地上，塔吊林立，机器轰鸣。运输车辆来回穿梭，施工人员挥汗如雨……“火力全开”的施工现场呈现出一派热火朝天的繁忙景象。
2017年4月1日，中国（陕西）自由贸易试验区杨凌片区挂牌成立，标志着杨凌正式进入了“自贸时代”，杨凌农业高新技术示范区又一次站在了新时代对外开放的最前沿。时隔4年，历史的机遇再次垂青杨凌，2021年1月27日，国务院正式批复设立陕西杨凌综合保税区，无疑又为陕西加快打造内陆改革开放高地提供了“新动力”。
5年来，杨凌自贸片区秉持“为国家试制度、为地方谋发展”的初心和使命，大胆试、大胆闯、自主改，先行先试、大胆探索，以制度创新为核心，以“打造国际一流的农业特色鲜明自贸片区”为目标，高标准推进改革创新，高水平推进对外开放，高质量推进产业发展。从无到有，从夯基垒台到立柱架梁，多点突破、量质齐升，杨凌充分发挥了深化改革“试验田”和开放创新引领示范作用。自贸区、综保区“双区”联动，同频共振，成为推动示范区高质量发展的“火车头”，成为杨凌示范区最具生机与活力的区域之一。
以制度创新为核心，探索形成了一系列“杨凌经验”
今年5月13日，从陕西省自贸办传来喜讯：陕西省自贸办从省级相关部门，陕西自贸试验区各片区、功能区和协同创新区征集的2021年94个案例中，评选出15个案例为2021年度“最佳实践案例”，在全省复制推广。其中，杨凌自贸片区2项创新案例成功入选。此外，《自贸试验区制度创新“沃土”滋养中国旱区种业“硅谷”》改革创新工作还得到省自贸办通报表扬。
2021年7月，陕西自贸试验区杨凌片区“多元化农业保险助推现代农业发展”案例，成功入选全国自贸试验区第四批最佳实践案例。
陕西自贸试验区杨凌片区自成立以来，始终把制度创新作为核心任务，把可复制可推广作为基本要求，把风险防控作为重要底线，把建设国际一流自贸片区作为建设目标，从2017年2022年，在加快政府职能转变、促进贸易便利化、推进农业领域金融创新和加大农业国际合作交流等方面探索形成了一系列“杨凌经验”。
作为全国唯一的农业自贸片区，探索农业金融创新是自贸区制度创新的重要内容。截至目前，杨凌自贸片区联合中国人民财产保险公司杨凌支公司已创新开发并实施了19个农险品种，其中包括“银保富”系列保险、价格指数保险、价格＋期货保险、气象指数保险等，有多个属全国首创；个性化定制保险品种，如繁育肉牛险种，扩大了保险覆盖面；“险资支农”融资产品形成了“保险＋信贷”融合运作模式，融资额度最高可达1000万元……
在陕西自贸试验区杨凌片区，切实服务现代农业高质量发展的案例还有很多。聚焦“系统集成和协同高效”，杨凌片区围绕优化种业创新环境、打造生物科技产业创新高地、完善涉农法律服务体系等方面，研究提出第一批集成创新事项30条，不断厘清农业特色自贸试验区创新发展思路。
据统计，5年来，杨凌自贸片区共形成60多项系统集成性较好的创新案例。其中，6项改革创新成果在全国复制推广，12项在全省复制推广，17项案例被评为全省自贸试验区“最佳实践案例”。
以保障国家粮食安全为己任，大力推动种业科技创新
粮食安全是“国之大者”。习近平总书记指出，我国农业科技的最大短板就是种子。农业现代化，种子是基础，必须把民族种业搞上去。要开展种源“卡脖子”技术攻关，实现种业科技自立自强种源自主可控，用中国种子保障国家粮食安全。
与全国其他自贸区不同，杨凌自贸片区有着鲜明的“农”字特色，肩负着服务国家农业战略、保障国家粮食安全的重要使命。从规划综保区时起，杨凌就立足于加快建设陕西（杨凌）种质资源引进中转基地，集聚境内外种质创新资源，打造集种质资源引进、中转、鉴定、研发、跨境贸易、知识产权保护等于一体的种业创新基地，助力中国旱区种业硅谷建设，致力打赢种业“翻身仗”。目前，杨凌示范区已规划建设了杨凌种子产业园等十多个产业支撑平台，集聚了先正达、大华、伟隆、金棚、荣华、良科、秦丰等近百家种业企业，已成为西部地区最重要的农牧良种集散地。
作为杨凌自贸片区的重要对外开放平台，总投资22亿元的杨凌综合保税区集保税区、出口加工区、保税物流区、港口功能于一身，是目前中国内地开放层次最高、优惠政策最多、功能最齐全的海关综合特殊监管区。杨凌综保区海关大楼、保税仓库、保税研发楼以及口岸查验区、海关电子信息化系统全面建成。
今年5月27日，陕西杨凌综保区（一期）正式通过国家验收。走过千山万水，仍需跋山涉水。综保区的验收通过，只是万里长征走完了第一步，以后的路还更长、任务更艰巨。下一步，他们将从以下这几个方面发力：一是围绕种业“卡脖子”问题，利用综保区相关政策优势，加快打造杨凌全球动植物种质资源引进中转基地；二是发展面向上合国家的粮食、饲 料等大宗农产品加工产业；三是发展农业 生产资料及畜牧投入品跨境电商；四是利 用杨凌在植物提取产业方面的优势，打造 国际功能食品产业聚集地；五是建设隔离 温室，打造生物安全岛，推动植物品种跨 境研发。五指成拳，凝聚合力，种业振 兴，指日可待。
以优化营商环境为抓手，引发招商引资新热潮
“以前想要开一家药店，除了需要办理各类许可证外，还需要办理营业执照等，办理证件要跑多个部门，办理起来非常麻烦。现在只要填一套申请材料，一次申报，真是太方便了！”顺利拿到《药品经营许可证》的杨凌德药堂医药有限公司法定代表人韩琛高兴地说。
医药领域“一业一证”综合许可证改革的推出，获得了很多企业的点赞，这一切得益于杨凌为提升企业市场准入便利度的改革。
5年来，在杨凌自贸片区的沃土上， 像这样的改革创新不断开花结果。围绕深化“放管服”改革，杨凌自贸片区以刀刃向内的精神和勇气，通过自主创新、复制推广，相继出台了一系列新政策、新举措，营商环境持续优化，一组数据最具说服力。
——在开展“证照分离”改革试点方面，建立简约高效、公正透明、宽进严管的行业准营规则，累计办件量6000余件；
——在做好省级事权委托下放方面，累计办件量5800余件，承接工作位列全省三个自贸片区第一；
——在商事制度改革方面，实现企业开办加速度，微信办照使企业注册不见面审批率达到96.6%；
——在行政许可权改革方面，率先在全省推出农业、医药领域“一业一证”综合许可证改革，许可事项实现清单化管理，办事时限压缩了70.58%、网办率达到 100%，调整推出166项“证照分离”改革事项、23项“一件事一次办”行政审批和公共服务套餐。
如今，杨凌示范区市场活力不断迸发，每平方公里拥有市场主体数168.15户，位居陕西第二。2019年以来，示范区实际利用外资实现连续增长，其中2021年累计实际利用外资4831.2万美元，较2020年增长24%，外商直接投资3646.2万美元。
凤凰不落无宝之地。营商环境的优化，迎来招商引资的高潮，一大批企业纷至沓来：全省最大的外商直投项目加拿大麦肯马铃薯产业园项目顺利入区，宝能物 流、大北农、力邦药业、正华药业等一批重大项目入区建设，种子产业园、智慧农业园等专业园区相继投用，秦丰种业、先正达等企业相继入驻，金沙河食品保税加工、合成医药等项目已正式签约入区。
关山初度尘未洗，策马扬鞭再奋蹄。杨凌示范区自贸办主任苏亚文表示，建设自贸区、综保区，是一个新事物，也是一个新机遇。重任在肩，更需砥砺前行。杨凌自贸办全体人员将以“功成不必在我”的精神境界和“功成必定有我”的使命担当，紧扣示范区的战略定位，坚持自贸区与综保区“双区”融合，联动发展，更好服务于“一带一路”现代农业国际合作中心和上合组织农业技术交流培训示范基地建设，让杨凌自贸片区、综保区成为农业对外开放重要载体和高质量发展的重要引擎。
Yangling: Coordinated Development for Further Opening-up
On April 1, 2017, the Yangling Area of China (Shaanxi) Pilot Free Trade Zone (Yangling Free Trade Zone for short) was offcially inaugurated, marking that Yangling had entered an era of free trade. The inauguration also made Yangling Agricultural Hi-tech Industries Demonstration Zone a frontier of opening-up in the new era.
Over the past five years, Yangling Free Trade Zone has been striving to be a pilot zone for national policies and local development. It put institutional innovation at the heart of its multiple reform measures, and aimed at building a world-leading free trade zone with agricultural characteristics. It has been committed to promoting high-standard reform, high-level opening-up and highquality industrial development.
S i n c e i t s i n c e p t i o n , Y a n g l i n g Free Trade Zone has been serving as a demonstration zone for deepening reform and boosting innovation through openingup. The coordination between free trade zone and comprehensive bonded zone has made it a leading force for high-quality development and the most energetic area in Yangling Agricultural Hi-tech Industries Demonstration Zone.
Yangling Experience
On May 13, 2022, Shaanxi Free Trade Office released a list of 15 Best Practice Cases of 2021 to be promoted throughout the province, and two innovation cases of from Yangling were on the list. The Best Cases were selected from 94 cases submitted by relevant provincial-level departments and sub-zones, functional areas, and coordinated innovation areas of Shaanxi Pilot Free Trade Zone. Meanwhile, the “Building Yangling as a Chinese “Silicon Valley” of the Seed Industry through Institutional Innovation” project won high praise of Shaanxi Free Trade Office.
In July 2021, Yangling Free Trade Zone’s “Diverse Agricultural Insurance Facilitates the Development of Modern Agriculture” program was listed in the fourth group of Best Practice Cases of national pilot free trade zones.
Since the establishment of the Yangling Area, China (Shaanxi) Pilot Free Trade Zone has been taking institutional innovation as its core task. The basic requirement was that its projects or experience should be capable of replication and promotion in other areas, and the bottom line was risk control. Aiming at building a world-leading free trade zone, it has made many achievements in fields including the transformation of government functions, trade facilitation, financial innovation in agriculture and international agricultural cooperation and communication, which are collectively known as the “Yangling Experience”.
The only agricultural free trade zone in China, Yangling makes financial innovation in agriculture as the main part of institutional innovation. With the cooperation with Yangling Branch of PICC Propertyand Casualty Company, it has developed 19 types of agricultural insurances covering greenhouse vegetable, price index, price and future goods, and agrometeorological index, and many of the insurances were first invented in China. Meanwhile, Yangling Free Trade Zone developed customized insurances, such as insurance on breeding cattle, to expand insurance coverage. The financing product “insurance investment to support agriculture” has been operated in the “insurance + credit” model, and the maximum amount of financing can reach up to 10 million yuan.
Statistics show that over the past five years, 60-plus innovation cases with good system integration have been developed in Yangling Free Trade Zone. Among the innovation achievements, six and 12 have been replicated and promoted in the country and the province respectively, and 17 cases were listed as Best Practice Cases in all free trade zones of Shaanxi Province.
Innovation in Seed Industry
Y a n g l i n g F r e e T r a d e Z o n e i s characteristic with agriculture. It shoulders the responsibility of serving national strategies for agriculture and guaranteeing food security. Since the establishment of the comprehensive bonded zone, Yangling Free Trade Zone has been focusing on building the Shaanxi (Yangling) germplasm resource introduction and transfer base in a bid to pool the innovation resources of germplasm at home and abroad.
To help build China’s “Silicon Valley” of seed industry in arid land and gain the development momentum of the seed industry, the base will serve as an important part of the germplasm innovation base that integrates the introduction, transfer, identification, R&D, cross-border trade and the protection of intellectual property right.
Currently, more than 10 industrial support platforms have been built in Yangling Agricultural Hi-tech Industries Demonstration Zone, such as the Yangling Seed Industrial Park, attracting nearly 100 seed enterprises including Syngenta, Dahua, Weilong, Jinpeng, Ronghua, Liangke, and Qinfeng. The demonstration zone has become the most important distribution center for agricultural and animal husbandry varieties in western China.
An important platform for the openingup in Yangling Free Trade District, the Yangling Comprehensive Bonded Zone, with a total investment of 2.2 billion yuan, functions as a bonded zone, an export processing zone, a bonded logistics zone and a port. It is also a customs comprehensive special supervision zone with the highest level of opening-up, the most preferential policies and the most complete functions. The office building of Yangling Comprehensive Bonded Area Customs, bonded warehouses, the building of research and development, the area for port inspection, and the customs electronic information system have been fully completed.
On May 27, the Shaanxi Yangling Comprehensive Bonded Zone (Phase I) passed national acceptance. But it is the first step of the ambitious journey. In the future the Yangling Comprehensive Bonded Zone will work on the following fields:
One, to solve “bottleneck” problems in the seed industry, it will take advantage of the preferential policies for the comprehensive protection zone to speed up the building of a base for the introduction and transfer of global animal and plant germplasm resources.
Two, it will develop bulk agricultural product processing industries targeting the Region137Shanghai Cooperation Organization (SCO) Modern Agricultural Exchange Center.SCO countries, including grain and feed industries.
Three, it will develop cross-border e-commerce for agricultural production materials and livestock inputs.
Four, boasting industrial advantages in plant extraction, it will build an international center for the industry of functional food.
Five, it will build isolated greenhouses and create biosafety islands to promote cross-border research and development of plant varieties.
The Yangling Comprehensive Bonded Zone is confident to pool the resources and boost the development of the seed industry.
Improvement of Business Environment
Over the past five years, Yangling Free Trade Zone has been committed to deepening reforms to streamline administration and delegate power, improve regulation, and upgrade services with the courage for selftargeted reform. Through independent innovation as well as replication and promotion of successful experience, a series of new policies and measures have been rolled out, further improving local business environment.
In piloting the reform for separating operating permits from business licenses, Yangling Free Trade Zone has established industrial operation approval rules that are streamlined, efficient, fair and transparent. The requirement for market access is not stringent, but the regulations for business operation are strict. With the rules, Yangling has handled over 6,000 cases in total.
In delegating provincial power of office, Yangling has handled over 5,800 cases in total, ranking first among the three free trade zones in Shaanxi Province.
In the reform of commercial system, Yangling facilitated the starting-up of companies, as the approval rate for enterprise registration through WeChat (without the presence of enterprise owners) reached 96.6 percent.
In the reform of administrative licensing rights, Yangling was the first in Shaanxi Province to launch the comprehensive license reform of “one integrated license” in agriculture and pharmaceuticals. It realized list-based management of licensing items. The time limit for license issuance has been reduced by 70.58 percent, while the rate of online licensing has reached 100 percent. In addition, Yangling launched 166 reform items for separating operating permits from business licenses, 23 service packages for one-stop administrative approval and other public services.
Today, the vibrant Yangling has 168.15 market entities per square kilometer, ranking second in Shaanxi Province. Since 2019, the actual utilization of foreign capital in Yangling Agricultural Hi-tech Industries Demonstration Zone been growing continuously. The foreign direct investment in 2021 added up to US$36.462 million, and the cumulative actual utilization of foreign capital was US$48.312 million, a year-onyear increase of 24 percent.
